The kisser is Walter Scott who was indeed drawn by Maclise when he visited Cork in 1825. Father Prout stands behind but the episode as depicted here, like Father Prout himself, is fictionalised.

A man stoops to kiss the Blarney stone as second man raises a hand to heaven and third, his face concealed, looks on.
